C4E Crowd for the Environment

Obiettivo

The project, with a predominant industrial research component, aims to develop an innovative framework for the identification and monitoring of illegal spills, such as illegal landfills, micro-landfills or illegal releases into surface waters, and the organization of subsequent on-site monitoring actions.

The developed processes have to be able to make the action for the protection of the environment and the territory of the responsible institutions more efficient and effective, drawing on information acquired from heterogeneous, even unconventional, monitoring systems (e.g. posts on social networks, remote sensing satellites, sensor networks, environmental video surveillance systems, etc.) and processed by software systems operating at a high level of automation.

The proposed technologies will support the three phases in which it is possible to model the environmental monitoring actions: detection of the sites where it is possible that an environmental criticality has occurred, recognition and characterization of the discovered criticality, the verification of successful remediation actions after the notification of the presence and the description of the illegal site to the governance institutions.

The goal is to support decision makers with continuously updated analysis on large areas of the territory, even not directly observable from road but monitored by sensors on board drones or satellites.

Attività nel progetto CIRA

As part of the project, CIRA will take care of the following specific activities, in addition to the technical-scientific coordination:

  1. automatic extraction of information from optical remote sensing images in order to identify abusive micro-dumps, monitoring the whole region of interest whit a specific revisit time (for example three months), reaching even areas that are difficult to access;

  2. mathematical models for estimating environmental risk including the use of indirect information sources (satellite observations, natural language) and statistical models for evaluating the monitoring priority;

  3. ICT and geomatic technologies for the optimization of the use of human and instrumental resources (vehicles, drones) to be deployed on the territory;

  4. characterization of micro-dumps through volumetric estimates carried out with drones capable of carrying out missions with a high level of autonomy, even in fleet configurations, and to provide preliminary information already during the overflight.

Programma

Financing of industrial research and experimental development projects in the 12 areas of specialization identified by the National Research Program (PNR) 2015-2020.
The project uses resources from the PON Research and Innovation 2014-2020 and the Fund for Development and Cohesion provided by the European Commission.
