IMPACT MONITOR

Introducing a holistic system-of-systems approach for performing impact assessments of European aviation R&I

Main Goals of the Project

The Impact Monitor project, funded by the EU, aimed to develop a coherent and holistic impact assessment framework and toolbox to support the European Commission (EC) in making informed, science-based decisions for the assessment of the environmental, economic, and societal impacts of European aviation R&I. The assessments focus on key areas such as greenhouse gas emissions, local air quality, and noise.

The project demonstrates the collaborative assessment process through use cases at the aircraft, airport, and air transport system levels. These assessments are underpinned by a system of systems architecture, supported by digital technologies for collaborative engineering, with coordination led by the German Aerospace Center (DLR). Impact Monitor builds upon and advances methodologies previously used in EC Better Regulation guidelines and tools, as well as in prior EC projects such as TEAM_Play, Clean Sky TE, and AGILE/AGILE 4.0.

CIRA Activities in the Project

CIRA led the work package 2 “Interfaces to Research & Innovation Initiatives”, playing a critical role in connecting the Impact Monitor project to ongoing and legacy European research and innovation (R&I) activities in aviation. The goal of this work package was to ensure that the framework and toolbox were grounded in real-world data, aligned with stakeholder expectations, and enriched by insights from a broad array of relevant R&I initiatives. This activity aimed to:

  • Identify relevant interfaces and requirements of key stakeholders and reference community associations to get awareness and expectations related to the air transport environmental impact research initiatives
  • Select the most effective data sources within programmes (e.g., HE, CA, SESAR3, …) and collection of data
  • Create a specific "R&I Projects Dataset” devoted to collect, identify, and classify the information over the whole life cycle phases (e.g., design, manufacturing, operations…).

CIRA also supported the definition of requirements for the Impact Monitor toolbox, the set-up of the Impact Monitor framework and the definition of the use cases.
